What is with the breaks in the track they train isn't operating on?

Both these two tracks are narrow gauge with the one on the right the old formation that got separated at every level crossing to allow easier access to the new track. Upgrades were down as the line was outdated and with an increasing amount of ore traffic, it was a necessity.
