Have they stopped using creosote? Those ties definitely look "untreated," though I'm sure they're treated with SOMETHING.

The ties, I believe, are pressure treated. The color is from that process's chemicals.

The ties look like they have been treated with Penta or maybe CuNap. Penta is probably the most common treatment for utility poles.
