Interesting practice, can't just have someone flag the crossing until it is occupied? Less risk of a grass fire that way.

LOL! Or how about the engineer just blow the horn?!?!? As an engineer, I never put my fellow crew members at risk. What if an errant driver come careening down the road, hit the locomotive, and injured or killed the crew member throwing the fusees? Safety first is for employees, not the general public. Work for a railroad and you'll be fired if you think likewise, or get hurt trying to protect the general public.

It is not an option to stop and flag some crossings, it is explicitly demanded.
