Considering that the Illinois Central station was torn down years ago, which RR built / used this elegant structure ?

This depot is a replica of the CB&Q station that was built for Dubuque in the 1880s. The Q depot that was in this general location in the 1960s was a non-descript, single story, rectangular building with a flat roof. I'm not sure when this replica was built nor who built it.
