This is indeed the Conrail logo, but this is not an affiliate of Conrail and has never been. However this railroad is one of the many investments of Henry Posner III in the world. As Henry is fond of Conrail where he started his career as a railroader, you will find the Conrail logo in various parts of the world. See for example the Peruvian FCCA picture #338170
