If I recall correctly, the shape of the noise is to reduce aerodynamic flutter when entering tunnels at high speed. Most of this is cowling. Note that this not a locomotive. It is a 16-car EMU with two pantographs and 14 of the 16 cars with motorized traction. Only the two cabs are trailer cars. Many other Shinkansen are all powered vehicles. This allows the acceleration and weight to be distributed evenly and the individual cars made lighter.
