Actually, if one looks a bit closer, both signals are "Grade Marker' equipped, which allows a train to pass a signal indicating "stop" without stopping at restricted speed. While it may be true that there was a signal suspension in effect over this territory, even without such a notice, the train shown would be able to pass the signal. Hope this helps!
