If it's westbound, it's the 199, not the 991. In Santa Fe's old three-digit train numbering system, the first number is the origin point, the last number is the destination point, and the middle number the train type. "1" means "Chicago," and "9" means "Richmond, CA" (San Francisco Bay area Santa Fe terminal). The middle number refers to train type, "9" being the hottest intermodals.
