The trucks would suggest that this was a former GE unit before rebuilding.

The frame and trucks are from former b23-7s (UP owned but from various former roads). the trucks were rebuilt in Altoona at the Juniata Shops by NS, and the locomotives were assembled by SuperSteel in Schenectady.
