At the time, Conrail was in dire need of low-horsepower engines. They ordered GP8 and GP10 rebuilds of their older GEEPS from their own shops, and Silvis (RI), Paducah (IC), Morrison-Knudson, and they also ordered these GP15-1s, for which they traded in their F7As.
